UPDATE: A 24-year-old man from Portland has been arrested twice within days for randomly attacking two strangers in separate incidents. Santos Puerto-Rios is accused of a violent spree that began on November 25, 2023, in Southeast Portland, raising serious concerns about public safety in the area.
Authorities report that the first incident occurred around 8:30 a.m. on Southeast Division Street at 122nd Avenue. Puerto-Rios allegedly delivered a “sucker punch” to a 21-year-old man waiting at a bus stop, leaving the victim with a cut under his left eye and a bloody lip. A vigilant witness quickly flagged down a patrol officer, leading to Puerto-Rios’s arrest. He was booked into Multnomah County Jail but shockingly released the same day.
Just hours later, at approximately 8:15 a.m., a 69-year-old woman was punched and knocked to the ground while taking out her garbage on Southeast 122nd Avenue. A family member reported the incident later that day, stating it had occurred only 15 minutes before the attack on the bus stop victim. Police promptly identified Puerto-Rios as the suspect in this second assault.
In a rapid turn of events, authorities re-arrested Puerto-Rios at his home on Southeast 122nd Avenue this past Tuesday. As of 7 p.m. Tuesday evening, he remains in jail facing allegations of fourth-degree misdemeanor assault.
