On Thursday, significant advancements in the overhaul of Midtown’s Penn Station were announced by a team of federal officials led by Andy Byford, a prominent figure in transit leadership. Byford, who previously served as the president of MTA New York City Transit, is now a special advisor to Amtrak. This announcement highlighted crucial milestones in the effort to transform the aging transportation hub into a modern facility, with a groundbreaking scheduled for 2027.
The announcement coincided with a challenging week for the Metropolitan Transportation Authority (MTA), as officials faced criticism over a three-year delay in the Penn Station Access project in the Bronx. The project is intended to provide residents with improved access to the station, which is the busiest transit hub in the United States, serving over 12 million passengers last year.
Milestones and Future Plans
During the press conference, U.S. Department of Transportation (USDOT) Secretary Sean Duffy joined Byford to discuss three key milestones reached in the project. These milestones include the initiation of a search for a master developer who will be tasked with creating a comprehensive plan for the station’s renovation. This plan will focus on several aspects, such as establishing a single-level passenger concourse, reorganizing the train shed infrastructure, and revitalizing the 115-year-old station’s appearance.
The solicitation for a master developer was launched on the same day, with applications to be shortlisted by Amtrak and the federal government. Formal proposals will be reviewed through spring 2026. Ultimately, the Amtrak board will select a developer based on Byford’s recommendations before forwarding the decision to Secretary Duffy and the President.
“This will be one of the biggest and most significant construction projects in U.S. history,” Byford stated, emphasizing the importance of collaborating with skilled partners to ensure taxpayer costs are minimized.
Public-Private Partnerships and Advisory Roles
To facilitate this ambitious project, the federal officials also introduced a group of advisors to assist in structuring the public-private partnership. Notable among these advisors are Hunton Andrews Kurth, LLP, serving as legal counsel, and KPMG, providing financial guidance. AKRF has also been engaged to conduct environmental assessments related to the project.
As part of the ongoing improvements, a study is being conducted to analyze potential growth in passenger services at Penn Station and its surrounding areas. Secretary Duffy expressed confidence in the project’s timeline, stating, “Under President Trump, USDOT is cutting through the red tape to meet our ambitious timeline.”
While the announcement of progress was well-received, it followed a turbulent period for both the MTA and Amtrak. Earlier in the week, MTA officials, including Representatives Alexandria Ocasio-Cortez and Ritchie Torres, attributed a three-year delay in the Penn Station Access project to Amtrak’s actions. The project aims to provide a critical connection for Bronx residents to the station via Metro-North.
Amtrak has invested approximately $140 million into this initiative and reaffirmed its commitment to being responsible stewards of taxpayer investments. In a statement, the agency noted its ongoing collaboration with the MTA to implement various strategies aimed at minimizing delays and expediting project completion.
MTA Chair and CEO Janno Lieber underscored the significance of the Penn Station Access project, stating that Bronx residents are eager for a faster route to Midtown. “We can fight it out with Amtrak in arbitration,” he remarked, emphasizing the need to focus on service initiation by 2027.
