Ramsey County Board Approves Urgent 8.25% Tax Levy Cut

BREAKING: The Ramsey County Board has just approved an 8.25% tax levy for 2026, a significant decrease from the previously proposed 9.75%. This urgent decision, made on December 11, 2023, also includes a revised operating budget of $924,063,479 for 2026 and $962,473,868 for 2027, reflecting a commitment to fiscal responsibility amid rising costs and service demands.

County officials emphasized that community feedback played a crucial role in shaping these budget adjustments. Despite the reductions, they acknowledged the tough trade-offs involved. County Manager Ling Becker stated that these cuts were necessary to provide the county with the flexibility needed to operate effectively.

District 6 Commissioner Mai Chong Xiong highlighted the impact of federal cost shifts on the county’s safety net, saying, “This budget reflects the reality, and that the board has made intentional choices to reduce that impact as much as possible.” With nearly 46% of the county’s budget funded through property taxes, officials are grappling with increasing operational costs and uncertain revenue growth.

The approved budget includes notable cuts, such as reductions in state-mandated burial assistance for low-income residents and funding for the Ramsey County Sheriff’s community engagement initiatives. District 1 Commissioner Tara Jebens-Singh pointed out, “These are not light-hearted decisions. They reflect real pain felt by our community due to shifts in services.”

Officials also addressed concerns from residents regarding funding for nonprofit partners during the county’s truth in taxation hearing. Becker clarified that while spending on nonprofits represented around 4% of the county budget in 2024, the primary drivers of cost increases stem from personnel expenses and rising service demands, not nonprofit spending.

Becker reassured the public that the county maintains rigorous oversight of nonprofit contracts, ensuring that funds are used appropriately for state-mandated services. She stated, “Regular invoice reviews and ongoing performance monitoring help us prevent fraud, waste, and abuse.”
