Dutch Gaming Authority Announces Major Restructuring by 2026

UPDATE: The Dutch Gambling Authority (KSA) has confirmed a sweeping internal restructuring set to take effect on January 1, 2026, aimed at modernizing its operations amid a rapidly evolving gambling landscape. This urgent overhaul comes as the KSA seeks to enhance player protection and tighten digital oversight in response to increasing risks within the market.

In an official announcement, the KSA revealed a new governance model designed to streamline management and focus on core priorities. Under this plan, Michel Groothuizen will remain the chairman and sole full-time member of the Board of Directors, while two strategic part-time board members will be appointed in the coming months.

“This change will make the KSA a modern, agile organization that oversees a rapidly changing gambling market,” Groothuizen stated, emphasizing the need for the KSA to adapt to new challenges and opportunities.

The restructuring will consolidate internal operations into three key directorates: Player Protection and Management Advice, Licenses and Supervision, and Digitalization, Analysis, and Operations. Each directorate will oversee critical functions, enabling the KSA to respond more effectively to market dynamics. The directors—Roos Lawant, Ella Seijsener, and Daniël Palomo van Es—will assume operational control, allowing the board to concentrate on strategic governance.

This transformation is crucial as the KSA grapples with persistent challenges, including the rise of illegal gambling operators. Groothuizen has acknowledged the limitations of the current regulatory framework, noting that despite the establishment of a regulated online market, unregulated offshore platforms continue to thrive. The KSA’s reluctance to block websites has led to significant market tensions, with high-spending players increasingly migrating to unlicensed sites.

The urgency to tackle these issues is underscored by Groothuizen’s call for enhanced international collaboration among regulators. He has advocated for the creation of a Europe-wide body to combat illegal gambling, similar to Interpol, to strengthen efforts against illicit operations.

As the KSA prepares for this significant restructuring, the implications for player safety and market integrity are profound. With player protection coming under greater scrutiny, the KSA aims to be at the forefront of innovation in gambling regulation, ensuring that it remains relevant in an ever-changing environment.
