Israel’s Plan for “New Rafah” Raises Controversy Over Palestinian Displacement

Plans are underway for the reconstruction of Rafah, a city in the Gaza Strip, under a controversial initiative that appears to prioritize Israeli interests while sidelining the Palestinian population. On May 28, 2024, Israeli shelling tragically resulted in the deaths of at least 21 Palestinians, including children, near makeshift tents in the al-Mawasi area of Rafah. This incident highlights the ongoing humanitarian crisis in the region as discussions about a new governance framework for Gaza gain momentum.

The “Board of Peace,” a committee announced by former U.S. President Donald Trump, aims to administer the Gaza Strip with the involvement of international figures such as Tony Blair and Marco Rubio, alongside financial leaders like Ajay Banga, President of the World Bank. Countries including the United Arab Emirates, Morocco, and Vietnam are set to participate in this initiative, which has faced scrutiny regarding its implications for the local populace.

While the Board of Peace promises a new governance framework for Gaza, its establishment has not been without controversy. Steve Witkoff, Trump’s special envoy to the Middle East, announced a transition to the second phase of a ceasefire agreement last week. This occurred despite numerous unmet provisions from the initial phase, including the need for full humanitarian aid access and a halt to Israeli military operations. The announcement has sparked discussions about the actual intentions behind the project, particularly given the ongoing humanitarian needs of the Palestinian population.

Despite a ceasefire, no significant advances in humanitarian assistance have been made, and reconstruction efforts are reportedly to proceed in areas where the Israel Defense Forces (IDF) maintain control. Following a meeting with Israeli Prime Minister Benjamin Netanyahu, Trump greenlit reconstruction plans for Rafah, indicating a push to begin rebuilding without prior conditions being met. The framework of the project, known as “Project Sunrise,” envisions a transformed Rafah that is significantly larger and more developed than its pre-war state.

Plans for “New Rafah” and Their Implications

The proposed “New Rafah” aims to accommodate over 500,000 residents, a marked increase from the city’s pre-war population of 171,000. The ambitious redevelopment plan includes the construction of over 200 schools and universities, expanding health facilities from three hospitals and 15 clinics to more than 75. The project also envisions the creation of a “digitally-driven smart city” featuring high-speed rail and luxury resorts, as well as the establishment of a new administrative center in Rafah.

However, the plans hinge on significant conditions, including the disarmament of Hamas, which has not been clearly communicated to the group. The reality on the ground remains grim, as Rafah has faced systematic destruction, raising concerns about the legitimacy of claims regarding reconstruction. Critics argue that the efforts to rebuild are designed to facilitate further displacement of Palestinians rather than genuinely address their needs.

The reconstruction initiative has been framed by some as a philanthropic endeavor, yet it has been criticized for potentially serving as a pretext for further Israeli territorial expansion. The Israeli military has reportedly been moving the demarcation lines within Gaza, extending control over additional areas and creating buffer zones that restrict Palestinian habitation. This has raised alarms about the broader strategy of depopulating certain regions while promoting economic development for Israeli interests.

As discussions around “Project Sunrise” evolve, the international community remains divided.
