The Council of Ministers for the Eastern Caribbean Telecommunications Authority (ECTEL) convened on February 27, 2026, to emphasize its critical role in consumer protection amid rapid technological advancements. The meeting, held at the Royalton Saint Lucia and online, featured remarks from the Chairman, Honourable Konris Maynard, who underscored the importance of ECTEL’s regulatory efforts in an evolving digital landscape.
In his welcome address, Honourable Maynard, also the Minister for Information, Communications & Technology in St. Kitts and Nevis, stated, “The work of ECTEL is important in the regulatory space and in this changing world, especially in light of the rapid advancements in Artificial Intelligence.” He noted that ECTEL is well-positioned to safeguard consumers in its member states as markets and technologies continue to shift.
The meeting welcomed Honourable Phillip Jackson, Minister for Innovation and Digital Transformation in St. Vincent and the Grenadines, as a new member of the Council. Maynard expressed anticipation for the insights and experiences that Jackson would bring to the table, reinforcing the collaborative spirit of the Council.
David A. Cox, ECTEL’s Managing Director, provided a positive update on the organization’s progress. He reported the approval of the Strategic Plan, which sets the stage for upcoming budgetary preparations and implementation. This plan aims to enhance ECTEL’s effectiveness in regulating telecommunications across its member states.
During the meeting, the Council also reviewed the results of ECTEL’s Digital Inclusion Survey (DIS). This survey was designed to assess how individuals and households in ECTEL’s Contracting States access and utilize digital technologies. The findings revealed both progress and ongoing challenges related to digital participation in the economy.
The Council’s responsibilities include promoting the effective implementation of ECTEL’s Treaty. Key objectives involve fostering competition, ensuring accessible pricing, and enhancing service quality for citizens throughout the region.
As ECTEL navigates these challenges, its commitment to consumer protection and market regulation remains strong, paving the way for a more inclusive digital future across the Eastern Caribbean.
