Elon Musk’s SpaceX has secured control over a portion of Boca Chica beach in Texas, enhancing its influence as preparations ramp up for the upcoming launch of its Starship rocket. The agreement, approved by Cameron County in late September, allows SpaceX to close the beach ahead of the 11th test launch, scheduled for October 13, 2023. This move reflects SpaceX’s ongoing expansion and the establishment of its own city, Starbase, which has raised concerns among local residents and environmental groups.
New Authority for Starbase
Starbase, which was officially designated as a city earlier this year, spans approximately 1.6 square miles (4.1 square kilometers) and is home to around 500 residents, predominantly SpaceX employees and contractors. The establishment of Starbase followed a majority vote by local residents supporting the company’s vision for a company town. SpaceX has been acquiring land in the area since 2012, developing housing and other facilities, including plans for a $15 million shopping center.
Following its incorporation, Starbase issued a memo regarding a new zoning ordinance that could potentially affect residents’ property rights. Prior to this agreement, SpaceX sought permission to close public access to beaches and roads in Boca Chica during rocket launches and testing. The recent approval effectively transfers authority from Cameron County to Starbase, enabling the company to restrict access to the beach, which may impact local community activities.
Environmental Concerns and Regulatory Issues
As SpaceX prepares for the imminent launch of Starship, the frequency of rocket tests has attracted criticism from local environmental advocates. They express concerns that the increased launch cadence could negatively affect the local wildlife and surrounding habitats. SpaceX aims to conduct up to 25 launches per year once Starship becomes fully operational.
Compounding these environmental worries, SpaceX is facing approximately $150,000 in fines from the Environmental Protection Agency for allegedly discharging pollutants into a Texas waterway without the necessary permits. This situation has heightened scrutiny on the company’s environmental practices amid its ambitious plans for space exploration.
