Incoming Mayor Zohran Mamdani has announced key appointments in his administration, naming Julia Kerson as the new Deputy Mayor for Operations and Mike Flynn as the anticipated commissioner of the Department of Transportation (DOT). These appointments aim to enhance the management of essential city services, addressing urgent issues such as climate change and public safety.
Kerson, who currently serves as a deputy to the state director of operations, brings extensive experience in managing various departments, including housing, economic development, and transportation. Her previous role at the Metropolitan Transportation Authority (MTA) included significant projects like Phase 2 of the Second Avenue Subway. Additionally, she played a crucial part in the city’s COVID-19 response, helping to develop a hotel program for healthcare workers and individuals needing safe quarantine spaces.
In her new position, Kerson will oversee several critical departments, including the Department of Environmental Protection, the Department of Parks and Recreation, the Department of Sanitation, and New York City Emergency Management. Mamdani expressed confidence in Kerson’s ability to deliver on vital city objectives. He stated, “To deliver safe roads, clean streets, and fast buses, we need a Deputy Mayor of Operations who is experienced, hungry, and tireless in the pursuit of public excellence.” He highlighted her past achievements in providing good-paying jobs and enhancing public infrastructure at the state level.
Kerson’s appointment is expected to foster collaboration across city departments, enabling a focused response to challenges related to urban sustainability and public welfare.
New Leadership at the Department of Transportation
In addition to Kerson, sources indicate that Mike Flynn, a prominent member of the Riders Alliance, will replace Ydanis Rodriguez as the new commissioner of the DOT. Flynn’s advocacy experience is anticipated to bring a fresh perspective to the department. Betsy Plum, the executive director of the Riders Alliance, expressed optimism about the new appointments. She remarked that both Kerson and Flynn could enhance community engagement, which is essential for making the transit system safer and more affordable.
“This moment calls for a new way of engaging communities, one rooted in real organizing, where New Yorkers are partners in shaping bold, city-defining investments,” Plum stated. She emphasized the importance of addressing “stalled projects” from the previous administration and highlighted the need for a focus on the promise of free buses as a priority for the new administration.
Plum asserted, “Fast and free buses can’t be an aspiration tucked behind competing priorities. They must be the measure of success.” She underscored the expectation that the new administration will deliver on these commitments, holding the entire system accountable for meeting the needs of bus riders.
These appointments follow Mamdani’s earlier announcement on December 31, 2023, when he appointed Kamar Samuels as chancellor of the city’s public schools, signaling a commitment to transformative leadership across multiple facets of city governance.
As Mamdani prepares to take office, both Kerson and Flynn are expected to play pivotal roles in shaping the future of transportation and urban management in New York City, focusing on enhancing infrastructure and ensuring public safety for all residents.
