Howard Lester Mowry, known affectionately as “The Mayor of Gloucester,” passed away on February 23, 2026, at the age of 91. Born on December 17, 1934, in Pennsylvania, Howard dedicated much of his life to serving his community and supporting local governance.
Throughout his career, Howard worked with the Military Sealift Command, where he was instrumental in coordinating supplies for naval vessels. His commitment to public service extended beyond his military career, as he became a familiar face at county and school board meetings. For over two decades, Howard provided articulate and insightful contributions, which earned him the prestigious Gloucester County Citizen’s Participation Award on January 19, 2016. This recognition highlighted his influence in encouraging local citizen engagement and ensuring that Gloucester’s governance remained responsive to its residents.
Community Engagement and Personal Interests
Howard’s passion for the outdoors was evident in his love for fishing and hunting. His adventurous spirit also led him to travel extensively across the United States, visiting most of the 50 states. His most recent journey took him to Oregon in September 2025, where he continued to embrace life’s experiences.
In addition to his professional achievements, Howard was a beloved family man. He is survived by his three sons, Howard James “Jim” Mowry, David Alan Mowry, and Eric Leslie Mowry, along with three grandchildren and great-grandchildren. His sister, Phyllis Mowry Fosbenner, also survives him. Howard was preceded in death by his wife, Meta Bond Mowry, illustrating the deep personal losses he faced throughout his life.
Howard’s friends, including Kenny Hogge, S. Jean Pierce, and Carlton and Robin Drew, were an essential part of his life, forming what he often referred to as his “village.” Their support and companionship reflected the strong community bonds he fostered.
Funeral Arrangements and Legacy
The family will receive friends at Hogg Funeral Home in Gloucester on March 2, 2026, from 17:00 to 18:00. A funeral service officiated by Reverend Kristie Askew is scheduled for March 3, 2026, at 11:00. Following the service, Howard will be interred with military honors at Albert G. Horton, Jr. Memorial Veterans Cemetery on March 17, 2026.
Howard Lester Mowry’s legacy will endure through the lives he touched, the community he served, and the values he instilled in others. As Gloucester mourns the loss of a dedicated citizen, his contributions will be remembered and celebrated for years to come.
