Anderson Sainci has been appointed as the new director of strategic partnerships for the city of Dubuque, a role that will see him represent the city’s interests at state and federal levels, particularly in Des Moines and Washington, D.C. Sainci’s extensive experience with the city, including his recent position as director of economic mobility, positions him well for this new challenge.
In his new role, Sainci aims to strengthen existing partnerships and build new relationships to enhance Dubuque’s opportunities with other governmental bodies. “Nothing happens without partnerships. We want to build on those relationships we have,” Sainci stated, emphasizing the importance of collaboration in achieving the city’s goals.
As he transitions into this position, Sainci plans to focus on understanding the complexities of property tax reform in Iowa. “In this new role, I really need to get my feet under me and move efficiently,” he remarked. His predecessor, Teri Hawks Goodmann, served as the assistant city manager and will assist Sainci during the upcoming legislative session, providing insights and introductions to key state officials.
City Manager Mike Van Milligen expressed confidence in Sainci’s capabilities, noting that his years of service in various departments have given him a comprehensive understanding of the city’s operations and needs. “Anderson has a lot of good people skills and this is the people business,” Van Milligen said, highlighting Sainci’s interpersonal strengths.
Sainci’s career with the city spans over 13 years, during which he has worked in various departments, including public works and information technology. He took on the role of director of the Office of Shared Prosperity & Neighborhood Support in 2021, which was later renamed the Office of Economic Mobility. In this capacity, Sainci oversaw neighborhood organizations and developed initiatives to combat poverty, a cause he described as a pivotal focus for the city.
The city of Dubuque has also recently secured a two-year grant to fund the hiring of an anti-poverty coordinator. This new position will play a crucial role in updating the city’s poverty prevention plan, with Corinne Rothblum expected to start next month. Rothblum brings over a decade of public service experience from the United States Agency for International Development.
Originally from central Florida, Sainci moved to Dubuque to attend the University of Dubuque, where he earned a bachelor’s degree in business administration and a Master of Arts in communication. He and his wife, Kiesha, have four children attending schools in Dubuque, reinforcing his commitment to the community. “Being a father, it’s showing my kids that working hard in this life, and what servant leadership is,” Sainci explained. “It’s getting up every day and making this community a better place.”
With a clear vision and strong community ties, Anderson Sainci is poised to make a significant impact in his new role, advocating for Dubuque’s needs at both the state and federal levels.
