The arrests occurred at a construction site for an electric vehicle battery plant, marking a culmination of months of investigation into employment practices at the facility.
Schrank stated that many of those detained were in the United States illegally or working unlawfully. No immediate criminal charges were announced, as investigators continued to assess the employment status of those arrested, many of whom were employed by subcontractors. He emphasized that the operation aimed to create “a level playing field for businesses that comply with the law.”
Most of the arrested individuals were held overnight at the Folkston detention facility in Georgia. The battery manufacturer, LG Energy Solution, which co-owns the plant with Hyundai Motor Group, confirmed the detention of its employees and those from partner companies. Hyundai stated that to its knowledge, none of those detained were direct employees of the company. “We are closely monitoring the situation and working to understand the specific circumstances,” the company added, noting a review of its hiring processes to ensure compliance with legal standards.
The South Korean Foreign Ministry confirmed the arrest of its citizens but did not disclose the exact number. Schrank also mentioned that some U.S. citizens and lawful permanent residents were initially detained but have since been released. Charles Kuck, an immigration lawyer based in Atlanta, reported that two of his clients, who were in the country under a visa waiver program, were caught in the raid. “My clients were doing exactly what they were allowed to do under the visa waiver—attend business meetings,” Kuck stated, suggesting that the incident reflected an overzealous approach by immigration enforcement.

The immigration operation has elicited shock within the South Korean community in Georgia, particularly among residents in Savannah. James Woo, communications director for Asian Americans Advancing Justice, described the atmosphere as one of concern regarding how the detained individuals are being treated. The raid was part of a broader immigration crackdown initiated during Donald Trump’s presidency. This operation has raised diplomatic concerns in South Korea, especially following a recent meeting between Trump and South Korean President Lee Jae-myung, where Lee pledged to invest an additional $150 billion into the U.S. economy, including in battery manufacturing.
When questioned about the potential conflict between his immigration policies and economic goals, Trump maintained that immigration enforcement is necessary, stating, “They came through illegally. They came into our country. So we have to do our job.”
The lithium-ion battery plant, which is projected to commence operations in 2024, plays a crucial role in attracting foreign investment to the U.S. South Korean companies have significantly invested in American manufacturing, particularly in the semiconductor and electric vehicle sectors, incentivized by federal subsidies and tax breaks.

The Ellabell plant is part of one of Georgia’s largest manufacturing initiatives, with a total investment of $7.6 billion from Hyundai.
