Hays County Redefines Election Precincts Following Texas Legislative Changes

Hays County, Texas, has announced adjustments to its election precincts in response to recent legislative changes, ensuring compliance with both state and federal voting laws. The modifications were approved during a meeting of the Commissioners Court on October 28, 2023. These adjustments stem from the Texas Legislature’s second special session, prompting local election officials to realign precinct boundaries to meet new regulations.

In her statement, Jennifer Doinoff, the Hays County Election Administrator, emphasized that the aim is not redistricting but rather compliance with the National Voter Registration Act. “What we’re doing is ensuring our precincts comply with the National Voter Registration Act,” she stated. The updated redistricting maps propose the establishment of 88 Voting Tabulation Districts (VTDs), which include the creation of three new precincts while eliminating seven existing ones. Minor boundary adjustments have been made to align with the statutory requirements.

Compliance with Voting Rights Legislation

The revisions to the precincts are subject to strict legal guidelines, particularly regarding District of Concern (DOC) boundaries. Doinoff explained, “By law, VTDs cannot cross DOC borders,” highlighting the complexities involved in maintaining compliance while addressing voting rights issues. The adjustments necessitate careful consideration of the voter population within each precinct, targeting a range between 100 and 5,000 active voters.

The Commissioners Court’s approval marks a significant step forward in the electoral process. Detailed maps outlining the new precincts will be made available for public review. However, the finalized changes will not take effect until after the December runoff elections. Doinoff noted the importance of maintaining smaller districts, typically under 3,500 voters, to allow for population growth between redistricting sessions.

These adjustments reflect a proactive approach to managing Hays County’s electoral landscape. The emphasis on compliance and careful planning aims to ensure fair representation and access to voting for all residents. As the county prepares for the upcoming electoral cycle, officials remain focused on creating a resilient framework that can adapt to changing demographics and legislative requirements.
