Israeli military forces shot and killed two men in Jenin, located in the occupied West Bank, during what has been described as a “surrender procedure.” This incident is currently under review by Israeli authorities, following confirmation of the fatalities by the Palestinian Authority. The General Authority for Civil Affairs identified the deceased as 26-year-old Al-Muntasir Mahmoud Qassem Abdullah and 37-year-old Youssef Ali Youssef Asasa.
The Israeli Defense Forces (IDF) stated that the two individuals were wanted for alleged involvement in terrorist activities. In a joint statement with Israel Police, the IDF indicated that their operation aimed to arrest the men, who were reportedly members of a “terrorist organization operating in Jenin.” They faced accusations of launching explosive devices and firing at security forces.
According to the IDF, the surrender procedure unfolded over several hours. The men eventually emerged from a building after an engineering vehicle was deployed. The military reported that once they exited, gunfire was directed at them. Social media footage showed the men with their hands raised in apparent surrender, surrounded by Israeli soldiers. Subsequent clips captured the sound of gunfire, followed by images of one of the men lying on the ground.
The Palestinian Authority condemned the shooting as “a fully-fledged war crime and a flagrant violation of all international laws, conventions, norms, and humanitarian values.” They characterized the act as indicative of broader issues surrounding military operations in the region.
Investigation Underway
The IDF stated that the incident is under investigation by field commanders and will be forwarded to the relevant authorities for further review. On the same day as the shooting, the Israeli military launched a widespread operation across the West Bank, reportedly searching over 220 sites, questioning dozens of individuals, and arresting several others deemed wanted.
In response to the incident, Israel’s far-right National Security Minister Itamar Ben Gvir expressed support for the military and police actions. He stated, “I fully back the Border Police fighters and IDF soldiers who fired at wanted terrorists who came out of a building in Jenin. The fighters acted exactly as expected of them – terrorists must die!” His remarks underscore the contentious nature of Israeli military operations in Palestinian territories.
