Senator Lindsey Graham (R-SC) announced plans for a “record level” of U.S. military support for Ukraine following remarks from former President Donald Trump about a significant announcement concerning Russia. Graham stated on CBS that the dynamics of the conflict are about to shift dramatically, with expectations that military assistance will increase significantly in the coming days.
The anticipated support is expected to utilize Trump’s presidential drawdown authority, marking its first use during his second administration. Reports indicate this could amount to as much as $300 million. The United States has an existing $3.86 billion in presidential drawdown authority allocated for Ukraine, following a $500 million withdrawal by former President Joe Biden in January prior to Trump’s inauguration.
Graham emphasized that Russian President Vladimir Putin made a critical miscalculation by underestimating U.S. resolve. He remarked, “For six months, President Trump tried to entice Putin to the table. The attacks have gone up, not down.” He expressed confidence that a robust effort will soon be underway to compel Putin to negotiate.
In a recent announcement, Trump reversed a Pentagon decision that paused military shipments to Ukraine while reviewing stockpiles. He had previously promised peace between Ukraine and Russia during his administration’s first day, but has now suggested that the U.S. will increase arms sales to NATO allies for deployment to Ukraine. Graham noted, “The idea of America selling weapons to help Ukraine is very much in play.”
Graham highlighted the extensive support already provided to Ukraine, including financial aid and military assistance, and mentioned a minerals agreement with Ukraine valued at trillions of dollars. He indicated that further announcements regarding seized assets could be forthcoming.
Trump’s frustration with Putin’s unwillingness to negotiate peace has grown increasingly public. He stated last week, “We get a lot of bulls*** thrown at us by Putin, if you want to know the truth.” He characterized Putin’s polite demeanor as ultimately meaningless.
Additionally, Trump has shown support for Graham’s proposed sanctions on Russia, which would impose a 500% tariff on goods from countries purchasing Russian oil, gas, and uranium. He has maintained that he should possess the authority to waive these sanctions rather than leaving it solely to Congress. The bill currently boasts 85 co-sponsors.
Graham reiterated that pressuring nations aiding Russia is critical to ending the conflict in Ukraine. He specifically named China, India, and Brazil as significant offenders, warning that they could face severe economic consequences if they continue to support Putin.
On the diplomatic front, Graham mentioned that he and the bill’s Democratic lead sponsor, Senator Richard Blumenthal (D-CT), will be meeting with NATO Secretary General Mark Rutte during his visit to Washington, D.C. Rutte is also scheduled to meet with Trump. Graham indicated that a pivotal moment regarding Russia’s invasion of Ukraine is on the horizon.
