Community Mourns the Passing of Kathleen M. Loucks, 77

Kathleen M. Loucks, affectionately known as Kathy, passed away on September 19, 2025, at the age of 77 after a courageous battle with cancer. Surrounded by family and close friends in her home in Woodbridge, Virginia, Kathy’s passing marks a profound loss for her loved ones and the wider community.

Born on June 2, 1948, Kathy was a devoted wife, mother, and grandmother. She met her husband, Michael Joseph Loucks, over 56 years ago, and the couple shared a deep bond that lasted until her final moments. Together, they celebrated life through travel and cherished the joy of watching their grandchildren grow.

Kathy was known as the “glue” of her family and a vital presence in her community. For over 40 years, she coordinated holiday gatherings in her cul-de-sac, fostering a sense of togetherness among neighbors. Beyond her family, Kathy also acted as a surrogate mother to many in her circle, always ready to lend a helping hand and support those in need.

Professionally, Kathy’s career included roles as a telephone operator supervisor, teacher’s aide, and ultimately the Marketing Director for Potomac Mills. As a Navy wife for over two decades, she was actively involved in her children’s education, volunteering at their schools and supporting their various extracurricular activities, including figure skating and soccer.

Kathy is preceded in death by her parents, Joseph A. Wholey, Jr. and Doris Gertrude Wholey. She is survived by her husband, Mike, her brother James Joseph Wholey of Lowell, Massachusetts, and her children Kimberly Loucks Mumpower (Claude) of Bristol, Virginia, and Christopher Michael Loucks (Tammy) of Shaker Heights, Ohio. Her grandchildren, affectionately referred to as her “cherubs,” include Peyton Harvey Mumpower, Parker Riley Mumpower, McKeon Mae Mumpower, Lucy Jane Loucks, and Aiden Joseph Loucks.

The family wishes to acknowledge two individuals who accompanied Kathy on her cancer journey: Sharon Carroll, her dear friend and neighbor, and Harlene Meister-Dinges, Kathy’s Nurse Navigator. In lieu of flowers, the family encourages donations to support cancer research and care at organizations such as the VCS Cancer Foundation, the Cleveland Clinic, and the Friedrich’s Ataxia Research Alliance.

Funeral services will be conducted at Mountcastle Turch Funeral Home, located at 4143 Dale Boulevard, Dale City, Virginia, on September 30, 2025, from 18:00 to 20:00. A funeral Mass will take place the following day at Saint Elizabeth Ann Seton Catholic Church, located at 12807 Valleywood Drive, Lake Ridge, Virginia, at 11:00. Following the service, Kathy will be laid to rest at Arlington National Cemetery in the coming months.

Kathy Loucks leaves behind a legacy of love, compassion, and unwavering support for her family and friends. Her spirit will continue to inspire those who were fortunate enough to know her.
