Saint Paul HRA Advances Urban Development with Budget Changes

The Saint Paul Housing and Redevelopment Authority (HRA) convened on November 26, 2025, to discuss crucial amendments aimed at refining the city’s urban development strategy. The meeting focused on reallocating funds within the HRA budget and strengthening partnerships with developers across diverse city districts. Notably, the agenda included amendment AO 25-73, which proposed moving the HRA Palace Theatre Budget directly under the HRA General Fund Budget to enhance fiscal management.

In an effort to support targeted growth, the HRA introduced resolutions 25-1854 through 25-1856, which extend the roles of developers in key locations. Resolution 25-1854 designated GloryVille LLC as the lead developer for the site at 1570 White Bear Avenue. Meanwhile, resolution 25-1856 entrusted the Rondo Community Land Trust with parcels on Marshall Avenue, underscoring the HRA’s commitment to fostering housing and community projects throughout Saint Paul.

The board also presented resolution 25-1860, aimed at finalizing the HRA budget for the upcoming year and establishing the property tax levy payable in 2026. This move aligns with the city’s broader economic planning initiatives. Additionally, resolution 25-1878 was introduced to promote fiscal efficiency by reallocating unused funds from the HRA budget into the City General Fund, ensuring that these resources can address wider municipal needs.

Beyond budget discussions, the HRA is also focused on enhancing property management within the city. The potential sale of property at 77 Congress Street E, discussed in SR 25-262, and the conveyance of Chestnut Park parcels to the city, featured in SR 25-263, reflect ongoing efforts in meticulous urban planning. These transactions signal the HRA’s proactive role in reshaping the cityscape and strategically reallocating assets in line with redevelopment objectives.

Public engagement remains a priority for the HRA. Residents interested in the civic process are encouraged to provide comments on public hearing items in writing or via voicemail by noon the day before meetings. This initiative empowers community members to have a say in the infrastructure shaping their neighborhoods.
